If you mean a rewritable DVD drive, then they work much like other optical drives. Unlike hard drives, DVD drives use light instead of magnetism. The laser causes chemical changes in the dye on the inside of the "label" side to encode the data. Then the read head can detect the changes in the dye and retrieve the data from it. A stepper motor or voice coil moves the write laser and read head to the correct locations.
