It is a strange dilemma, PVC.....and wallpaper. How can PVC be paper? As we all know that PVC is not a bio-degradable product, definitely not good for the environment. Well, if we are discussing waterproof in terms of seepage from the wall, then all the wallpapers are installed using water based glues. There is no lead in PVC. It's plastic made from chlorine. There actually IS lead in PVC, or tin, or some other metal salt. It's a stabilizer. If they don't put a stabilizer in PVC, it eventually disintegrates. As to how much lead there is in it...who's to say? A little goes a very long way here. I think it would take a great deal of it to be toxic through the skin...if your kid sucked on the insulation that would be a different story, but children shouldn't gnaw electric wiring in the first place.
It's possible that some toxic compounds could be released when PVC is melted. Toxic compounds will definitely be given off when PVC is burned.
As far as I know, the PVC is not hygroscopic, it doesn't absorb the moisture. There are several types of PVC though, so there could be some hygroscopic PVC resin, but I haven't encountered it yet. Normally it is dried by hot air driers, which are not suitable for hygroscopic materials, therefore I assume PVC is not hygroscopic...
