it would depend on what kind of web browser you have. i have Mozilla and you can reload the page by going up to View and go down to reload and click or you can just right click off and select reload.

I usually push the X to stop loading and then if I still want to see the page the circular arrow to "Reload this page"
The current page will "reload". The browser will "look" for an updated version of that particular page and then eat [save] another cookie.
There is NO Refresh button on the PC.. however, F5 can work as a refresh button in Windows Environment

In order to reload in RE5 (provided that you are using the default controls) you must hold down Left Trigger and press A button
at the top where it shows your ammo is it says reload hit that and it will reload
