It Isn't. At least, not in Solid form. Plastic sprayed into a closed-cell foam, though, is an excellent insulator. Each "capsule" of gas or air is separated from each other by a miniscule cobvering of plastic; slowing heat transfer. Newer refrigerators have the foam sprayed in to fill all crevices. The R-value will give you its efficiency: R-34 is twice as good as R-17, etc.
