What I usually use is:

It depends on the ratio of cement in the mix. If it is white then there is no cement in it and it will not bond the blocks together

Ceramic floor tiles need an acrylic fortified thinset. The acrylic can be added as a liquid or can be already in the mix. There are premixed thinsets available on the market.
