I asked this question to a Chuck-A-Rama employee and also asked if they would share the recipe and was told (quite rudely)... No! It is cilantro added to a normal ranch dressing recipe with lime juice squeezed into it.
You can try this recipe: 2 pkg Top Ramen 1/4 c of fresh cilantro 1 regular lime Boil the Ramen. Cut seasoning package into it then add the cilantro and lime. You can chop the cilantro or simply pick off the leaves.
