Since there's really nothing under the steering wheel except seats and carpet and they usually don't blink I'm going to deduce you're actually talking about on or under the dashboard. I'll also deduce you've recently purchased the '06 used since nobody would drive with a blinking red light for three years before looking in the owners manual. Let me further deduce that you aren't talking about the factory security system since that blinking red light is clearly marked on the dash and also described in great detail in the manual. Since there are no other (factory) red lights except the seat belt warning we're left with a security system installed by a used car dealer and not removed before you took delivery. If you did indeed purchase the car used from a dealer lot, take it back and have the module removed, remove it yourself or just tuck it up under the dash. If I'm wrong then either someone else will have to venture a guess or you can look it up in....yep....the owners manual. Cheers

The problem with your air conditioning light blinking in the 4runner is a bad relay. Toyota has updated the relay to part #90987-02028. Call your local Toyota dealership for this relay. You can buy it at the parts counter. It is about $65. It takes 1 minute to replace. This same procedure is for the Camry and other Toyota models with the same blinking AC light, but the relay part number might differ.
