To join as a scout you must be 11 or have completed the 5th grade.
To be a first class scout required 10 "troop activities", 3 of which must involve over-night camping. Assuming that a fairly active troop will go on 1-2 outings per month this will take 5-10 months to accomplish (more likely about a year - especially after you figure in the time to pass the board of review).
Star scout requires 4 months as a 1st Class scout.
Life scout requires 6 months as a Star scout.
Eagle requires 6 months as a Life scout.
This comes to 16 months plus the time to make 1 st class plus the time for all of those boards of review so there is no single concrete minimum. Doing it in 2 years is not possible in most troops/ councils. 3 years is probably about as fast as Eagle can be realistically earned.
Members can become an Eagle via buying one with Diamonds.
To become and eagle scout, you have to advance from tenderfoot, to second class, to first class, to star, to life, then finally to eagle; however, there is only seven requirments for the individual eagle rank. you need a total of twenty one merit badges to become eagle.

The easiest Eagle-required merit badge will likely be Firstaid or Swimming, if you'll be able to complete it as part of a class. Citizenship in the World can be completed quite easily alone.
