A person must be a lawful resident for 5 years before they can request citizenship for the United States. They can not be absent from the United States for more than an year during that 5 year period.

US citizenship can only be renounced in writing at a US embassy (i.e. outside the U.S.). Be sure you have citizenship in another country before doing this.
