Lynching was a means of instilling fear in a group of people. People that are in fear for their lives to not resist unfair actions.

He calls for the enforcement of laws and the development of a sense of justice that would prevent such acts of violence against African Americans. Washington believes that progress can only be achieved through education and moral character development, not through fear and intimidation.
