RPM stands for rotations per minute. This is a measure of how fast the engine is operating. The RPMs depend entirely on the amount of fuel being fed into the engine. Temperature plays only a small role in rpm's. The colder it is, the thicker the oil and the longer it takes to warm up, but this is due to the oil viscosity, not the fuel.
