There is a system called the "Tanner Puberty Scale" which divides puberty into 5 stages. Starting at Stage 1 which is the prepuberal stage (or before puberty starts) and ending at Stage 5 which is Adulthood. According to this system the 2nd stage in boys is reached when the scrotum and testes enlarge and the skin of the scrotum gets darker in colour. There is also (according to this sytem) the first signs of true pubic hair growth (rather than the long straight fair hairs which can grow near to the penis before the first true pubic hair begins to grow).
