Earlier historians exaggerated the significance of the Battle of Gettysburg. It was not a decisive battle in the strategic sense. Meade thwarted Lee's invasion of Pennsylvania, which threatened Northern cities, and struck terror in the civilian population; but, Lee withdrew in good order to the safety of Northern Virginia. Had Meade been able to mount a vigorous pursuit, he might have been able to end the war, which would have made it decisive; but, since he proved unable to do so, the war dragged on for another twenty-one months.
