Research has shown that no one breed of horse is any smarter than the other as a general rule. It was found however that some individual horses of varying breeds were smarter than others and able to learn at a more rapid pace.
From my experience, Tennessee Walkers are the smartest, and they are often used in movies as trick horses because of their intelligence. Trigger from Roy Rodgers was a TWH (or at least one of the triggers was [the one used for stunts])

I've seen quite a number of very intelligent American Quarter Horses, but I may be biased because I had an AQHA mare that most days was smarter than I was.
Arabian horse. There eyes are always set far apart, showing intelegence, for brain space. I work with them a lot, and they pick up body signals, emotions, attitudes, and common training much much faster than other horse breeds I have worked with. If you are looking for a good horse, I would recommend the Arabian. (Unless you want a jumper, then I would suggest a warmblood)
Thoroughbreds are generally considered to be the smartest of the horse breeds. Many people get attached to their horses though and believe that their breed is the smartest. The smartest horse according to Google and Yahoo is a thoroughbred. I enclosed the link.
Smart does not mean a good horse though. Smart horses may tend to develop habits and tricks to get riders to get off or get out of work. Arabians, for example, tend to be smart, unpredictable and high strung. They do not make good starter horses because of this tense attitude and are uncomfortable because of their short back (They have one less vertebrae then most other horses 23 instead of the normal 24) Quarter horses are far more stable and workable though not generally as "smart". They make much better starter horses then most breeds. All horses can learn quickly. The idea of looking for a horse because of it's intelligence though, may get you into trouble.
That's a very tough question there... In my opinion, even though my horse Silky (half Quarter Horse half Racking Horse) and he's a very smart and intelligent horse and I love him to death, the most intelligent breed probably is the Arabian because it was the very first horse breed in the world. I guess it depends on who your asking. Every breed and every individual horse has his strengths and weaknesses. Just like people, they all have their own special talents. With some it may be that he knows how to unlock every gate and latch that you put in his way. Everybody has heard stories of "Houdini's" that escape every enclosure that he is put in, some get loose and let the other horses out too. The horse that is an easy, quick learner is not necessarily a certain breed but is happy and relaxed and has a patient and kind teacher. Strive to be that kind of teacher and you and your horse will shine. Footnote: Some ponies can be very crafty. They are small and agile and most have too much spare time.
