It's hard to give a meaningful reference level, but the decibel scale - used to measure sound level - is defined so 0 dB is the lower threshold of hearing.

On the dB scale, a jack hammer is around 100 dB, talking is 40-60 dB, leaves rustling are 10 dB. And 0 dB is then the lowest you can hear.
