It's not that there is a speed limit, but you can't go to the end of the runway. For most passenger airliners, takeoff speed is about 135 to 155 knots. It's just a matter of how long it takes the plane to accelerate to that speed.
The speed is two fold. One- you must be at safe turning speed for the particular aircraft and Two; it must be at or below the maximum taxi speed. High Speed Taxiways are just taxiways that curve off the runway, allowing for a greater turn radius (in stead of a T intersection its more like a J).
The speed for general purpose vehicles is limited to 15 KMP on taxiways and ramps. Special purpose vehicles are limited to 10 MPH.
