There is no spring solstice only winter and summer. There are spring and fall equinoxes when the amount of daylight and darkness are the same (12 hrs each).
A solstice occurs when darkness (winter) or daylight (summer) are at a maximum for the year. It is due to the tilt of the earth's axis of rotation relative to the plane it revolves around the sun in. Same thing that gives the seasons.
