A standing committee is one that never is dissolved. Standing committees in government are permanent structures to help guide government by special activities supervision. These may have different members over the years, but they are permanent active committees.
In contrast, a "committee" is formed for one purpose to investigate a particular issue. After the issue has been resolved, the committee dissolves. These have less impact than standing committees as they are limited in scope and purpose.
