English summers CAN be very nice ... but in all honesty (as someone who has lived here for more than 50 years!), to say that the average temperature is in the high 70's is very ... optimistic :-)

A good day in summer will indeed see temperatures in the 70's, and often much higher, although because the UK is a relatively small land mass, and surrounded by water, temperature can vary quite a lot, even within a few miles.

Unfortunately, even in summer, English weather can be very changeable ... it can literally change during the course of a day or overnight, from bright blue sky and hot sunshine, to much cooler and rain ... although that is actually one of the benefits too ... even if it IS raining or cool, it can change back to hot and sunny very quickly!

However, to answer your specific question: in 'summer' (say May through September) we do not really get 'cold' days ... the coolest temperatures that you would expect to encounter would still normally be in excess of 60 - 65 degrees Fahrenheit (about 16 - 18 degrees Celcius), and usually higher.
