The main idea is in the first verse: "The Lord is my shepherd."

Shepherd means the Lord calls and leads his sheep, - "My sheep hear my voice, and I know them, and they follow me" (Jn.10.27). Shepherds still do this with their sheep in some countries where there are no farm fences. But modern day shepherds in most developed countries drive their sheep with dogs and do not lead them, but keep them fenced in.

Psalm 13 is a psalm of lament - an impassionate cry for help from the Lord. King David is attributed with this powerful writing which contains the three pronouns 'I, you and they' of a typical lament psalm. Verses 1-4 have the usual lament of being forgotten; petition for deliverance; ending with a confession and a vow of praise in verses 5-6.
