Unsure what is actually being asked here. The following is the complete quote of that section of the Code. Nowhere does it address Attorney or Judicial mis-conduct. 18 USC - Sec. 3332. Powers and duties (a) It shall be the duty of each such grand jury impaneled within any judicial district to inquire into offenses against the criminal laws of the United States alleged to have been committed within that district.

Such alleged offenses may be brought to the attention of the grand jury by the court or by any attorney appearing on behalf of the United States for the presentation of evidence.

Any such attorney receiving information concerning such an alleged offense from any other person shall, if requested by such other person, inform the grand jury of such alleged offense, the identity of such other person, and such attorney's action or recommendation. (b) Whenever the district court determines that the volume of business of the special grand jury exceeds the capacity of the grand jury to discharge its obligations, the district court may order an additional special grand jury for that district to be impaneled.

Where can you file 18 USC 3332 for judge and attorney misconduct?

18 USC 3332 describes a 'procedure' for special grand jury's - it is at best a procedural violation, normally cured at an appellate level. Complaints about an Attorney or an Elected Attorney (Judges) is made through your local bar association. If, and this is rare, there are damages involved you can file a civil suit against them (but I have never seen one of those not dismissed, as Judges cannot commit a crime if on the bench, via a ruling of the US Supreme court)

Need to change a judge how?

Consult your attorney, have him/her help you file a motion for a new judge.Added: As stated above - if you are referring to a trial judge for your particular trial - have your attorney to file a motion requesting that the judge recuse themself from your trial. However it will have to be accompanied by some kind of legally sufficient reason as to why the request is being made.If you are trying to have a judge removed from the bench permanently; if the judge occupies an elective post, try to get a new judge elected to the position. If the judge is appointive, lobby your legislature or the governor's office to have them removed or impeached.
