As far as I am concerned, when I did the valve gasket cover on my 97 sw2, I just cranked the bolts back down until they were snug and I didn't over tighten them. When they felt tight for there size (small bolts in this case don't need a tremendous amount of torque) I layed off the pressure. Make sure you jump around from corner to corner and alternate ends as you put each bolt down. Wait until all the bolts are snug before you caddy corner tighten them all the way, this will ensure that one side isn't taking all the pressure more than another. For a direct answer on the torgue, im not sure, probably in between 8 and 13 pounds maybe a bit less than 13. A chiltons manual should tell you exactly what it is if you need it.
