Torque spec should not be used on a stock 389 and by the way your 67 has a 400 in it from Pontiac but back to the 389 it should be finger tight till you fire engine then tighten down slowly with your ratchet till it stops ticking then a round and a half to snug it up work fast it will drop some oil on the engine has worked for me for 45 years Good Job
Well I'm not so sure about that stop clicking and 1 1/2 round thing. Pontiacs do not use lock type nuts on the rocker arms. If you are using stock rockers and nuts you run them all the way down and tighten to 20 ft lbs. A stock Pontiac valve train is non adjustable.

most rockers do not have a torque spec depends on the engine some have a lash spec which has to be set with a feeler gauge but it is different for every engine
Rocker studs lubricated with oil, 50 ft/lbs. Valve covers 3 lb/ft.
service manual, it could be found at library or bought at parts store.
THe Chiltons says "14lbs + 30 degrees"
Tighten to 50 ft/lb,then back off all rocker shafts,then 22ft/lb plus 60 degrees which is one flat of a bolt "hexagon"
