Oh yes, a symphonic orchestra does include brass instruments, including trumpets and French horns and tubas.
I don't believe there is one, but there is a piece by Benjamin Britten called, "The Young Person's Guide to the Orchestra"that has the tubas starting on pedal D. Its actually the only piece of music that i can think of that has a pedal D in the beginning for a tuba.
