As of the 1st of January 2011, 17 of the 27 members of the European Union use the Euro as their currency. Those 17 countries are sometimes called the Euro Zone. See the related questions.

So the Euro is the currency that is most common, but most European countries do not use it. All 19 of those countries are in the organisation known as the European Union, which has 28 countries in it.
