In 1994 the stamp of black cowboy and rodeo star Bill Pickett was initially released with a picture of his brother Ben Pickett. The Pickett family came forward and identified the error much to the Horror of the Post Office printing division.It was decided some 150,000 of the errors would be released to the public. Hopeful collectors sent in payment for the page of stamps, if they were chosen they "won" a sheet with the picture of Ben Pickett with brother Bills name under it. This correct picture replaced the error picture, and the rest is postal history. It is the first and only time the USPS has ever released a stamp they knew to be an error.
Now to what is it worth? Like anything else it is worth what someone is willing to pay for it. I have seen it SOLD for as low as $140 and an asking price as high as $600.
The easiest way to tell the difference between the pictures at a glance is the hat on the picture of Ben Pickett (error stamp) appears much lighter than on the correct picture of brother Bill. Ben looks much younger than his brother also.
There was at least one earlier error stamp re-released by the USPS, Scott #1204, the Dag Hammarksjold color shifted stamp. This is available as an affordable 'error' for less than a dollar in mint condition.
