If that date could be 1896 instead of 1898, the gun was made by WH Davenport Arms Co, 1891-1910. The Perfection name would have been selected by a retailer. Value will be something less than $100. How much less will depend on the gun's condition and originality.

The trademark of a knight on horseback is inscribed on both barrels, and also 'Anc.Etabl.Pieper Herstal Belgium' inscribed on the barrel rail.
