Good question. It appears there were several styles of Gillot dip pen made during that era, some made of ivory, others of wood or steel. You may want search the internet for pictures that look like your pen in order to make a valid comparison.
The pen would undoubtedly be valuable. Unfortunately, there doesn't seem to be anything similar enough (and appraised) to compare it with. You may want to email an expert on dip/quill pens and discuss it with him (see Loring's website at Related Links, below).

Made in France. Unless ornately engraved or associated with someone famous, it only has value as a wall hanger.
