It depends. It is very difficult to diagnose any medical condition over the internet without the benefit of a physical exam. You should see your physician if you are concerned. If money/insurance is an issue, most county health departments have STD clinics where you can get tested for free. You might have what is called molluscum contagiosum. It's a poxvirus that is commonly found in children, or transmitted sexually. It goes away on its own, supposedly anywhere from a few months to a few years, but you can also use apple cider vinegar to expedite the process. If you soak a cottonball in apple cider vinegar, cover it with a band-aid or tape it to each bump/area, the white core will come to the top where you can poke it with a needle to remove it (it's the contagious part), or leave it alone. Let it soak for at least five hours (or just sleep with it on). Eventually, (if it's molluscum contagiosum) they will dry up and be gone. Until then, don't have sex because you WILL spread it. Condom or not, it's VERY contagious. Keep good hygiene, too, because you can spread it to other parts of the body as well.
It could also be a condition called Fordyce's spots are very common; it's congenital and are not an infection. Other possibilities include syphilis, herpes, genital warts, boils and other sexually transmitted infections.
If you are indeed talking about white puss and not ejaculate you must get to your healthcare provider at once.
