No there is no such law. The FLSA describes a workweek as any consecutive 7-day period. This can be established as being ANY such 7-day period (e.g.: Sun thru Sat - Wed thru Tue - etc). Many persons, notably shift workers and public safety personnel work staggered weekly shifts their entire careers.
Employers must pay for all hours worked. If work hours exceed 40 in a workweek, the extra hours are time and a half.
Depending on the country you are in the work week may end on Friday or Saturday.
As Monday is the first day of the workweek, yes, it is crowded.
