If this is about filming, it is basicly the time the tape in a camera sets. Why is a timecode not helpful? If you upload the video to your computer, it will be confused because you have multiple videos on the tape. Your computer gets confused because it does not know where the tape begins and may not let you add the other video where there is a gap in between them and the first one. How Do I Work Around It?
