Normally these appear in Ch 7 cases. It just says the Trustee did not send checks to anyone. (ie: There was no money to send to any creditors)

A trustee would file a motion to withdraw a no-distribution report if assets were found that belong to the bankruptcy estate (were not exempt or exempted). Then the trustee sells the asset(s) or uses the money to pay his fees and distributes the rest to the creditors who have filed proofs of claim.
