It is not a practical means of cleaning up an oil spill in sea water, as you must be able to retrieve the oil soaked absorbing material. Mats of hay and hair have been suggested for the BP spill, but were not used, I believe, due to wave action and the difficulty in retrieving and disposing of the mats.
