First, make sure that the processor is supposed to run at 1.7mHz, and is not a 1700. An AMD 1700 should run at 1.46mHz. Second, when your computer starts up you should see information saying "Press [key] to enter Setup", where [key] is F1, or ESC, or Insert. Press that key, enter setup, and browse through the screens you see. This is your BIOS, and one of the settings will be clock speed for the processor. It sounds like your motherboard didn't auto-recognize your processor and defaulted to a low clock speed. You should be able to change the speed to get the processor to run correctly. Note that if you run the clock speed at higher than the CPU is rated for you can MELT the CPU, motherboard, and anything else nearby. Computer performance geeks rig up elaborate cooling techniques so they can "overclock" - it's like hot-rodding your computer - but it's a bad idea for non-geeks to try.

The speed of a CPU consists of the multiplier and the bus speed. On old boards u should look for jumpers but on new ones you should look in the BIOS.
