It may be a speed sensor failure. Try checking the codes with a OBD II reader. Most Auto Pats Stores will be happy to read the codes for you.
Is door ajar light on also?
If the lights come on but do not flash then the turn signal flasher relay is defective.
Pull over to your right to give them room. Flash your lights to warn them something is wrong.
Sounds like you need a new flasher.
The flashing lights are probably the factory alarm.
What year is the Ford Explorer ? There could be a separate fuse for the lower brake lights
More than likely the Flasher Relay is bad. If the bulbs are lit but will not flash it is definitely the Relay. This can also indicate a bad bulb on one of the lights on the side that does not flash.

This is because something is wrong with the vehicle. Take it in to a mechanic right away to get fixed.
Bad bulbs, bad switch located either on steering column or on transmission
Something wrong with your alarm system, like not working maybe.
short or wrong bulbs
dead battery or a broken wire between the battery and the starter
You probably just have the flash off.
this usally means a bad bulb, wrong bulb in socket, or bad ground to one of the bulbs.
PUT THE GEAR SELECTOR IN THE NEUTRAL POSITION. THEN TRY TO SWITCH IT! GOOD LUCK
probably your altenator or batterys power is focused on one point of output
Sounds like the arm and switch in the steering column.
Either the driver is indication the wrong way or the wiring to the indicators is crossed.
Maybe it is not connected properly or you bought the wrong type of bulb.
the bulb for brake and signal lights has two elements. in your case the element for brakes is open and you will have to replace bulb.
Cab lights. Wrong.... Marker lights
It is either a bad relay , cut wire or the wrong wattage bulb .
