Could be you are low on power steering fluid or your belt is slipping.
The noise is difficult to diagnose over a forum, but if the battery is charged correctly, and is hissing as you put it, the starter motor may not be working correctly, get a second opinion from a garage
The two main reasons could be either a leak or a hole. I'm not very knowledgeable when it comes to cars, so I'm probably wrong.
look for a disconnected or broken vacuum line. Clogged Catalytic Converter making a hissing noise! Does it lose power pulling hills? bad gas mileage etc?
You need to clean out your carb or need a new throttle cable
They actually run quite fast. If you drop them they just scurry off really quickly but if your fast you can get them back. Don't say this is wrong because I have a few pet Hissing Cockroaches so I KNOW!
