There is a problem with the blend door for the passenger's climate control. The blend door diverts air through the heater box to the correct system ( ac or heat). It may by a vacuum supply problem ( the climate system uses vacuum to operate the blend doors). It may also be a problem with the control head in the dashboard ( the thing with the knobs for heat/ac). The blend door may also be blocked by debris and can not operate properly ( such as a mouse nest, leaves, acorns, etc ). EDIT: The AC and Heat system DO NOT use a vacume system on the newer Regals (from 1997 on). If your car is this new, they have a known problem with the blend door motor, and can be repaired with a new part from the dealer. The part is fairly pricey thou.

The most common thing is the heater / climate control valve located in the dash area for controlling the heat output. Should be able to tell if using the dual mode changes the heat output.

Answer Trim moulding is easily removed with a heat gun. A good hair dryer might work, but a heat gun is much hotter and gets the job done faster.
If it is iceing up it has the wrong amount of freon in it. If it is locked up not enough oil was put in or wrong type of oil.
Do the Drivers side and Passenger side have separate "Heat/Cold" controls? If "No" then I'm at a lose to explain this one. If "Yes" then it may be that the controls are malfunctioning. It may be that the control switch/rheostat may be malfunctioning and need to be replaced or that the thermistor (the electronic device used to detect the temperature) on one side or the other is malfunctioning. etc. etc........... TommyTrouble I have a 1995 Buick Regal Custom Sedan, and just today I fixed a similar problem with my heater. Hot air would come out the passenger side vents, and cold air would come out the driver side vents and the rear seat vents under the seats. I found the problem was a connection to the electronically controlled ventilation door was not connected. If this is the case, you may want to check those. The heater core will not heat cold air that is moving at 60 miles per hour, which can cause the cabin to become quite cold. ! -Paul Musgrave
Do you have dual control thermostats?
1. No heat coming out of the defrost duct or wrong heat selection position. 2. fresh air intake blocked or dash switch in the recirculating air position. 3. Heater core is bad if there is an antifreeze smell in the car or antifreeze is coming out the heater lower ducts or on the floor. 4. If car is equipped with internal heat control valve, the valve may be leaking.
System airbound? Coolant level? Temperature control cable?
They are slightly above the exhaust manifold with metal heat shields around them, but if you didn't already know that you shouldn't even have your hood open! So go to a mechanic!
