master cylinder is bad or air in brake system or you have a brake fluid leak somewhere in the system. look on the back side of the wheels in the rear and see if you see fluid. On the front you can easily see both the front and rear side and see if you see fluid. Sounds like a brake fluid leak somewhere as it is a closed system or did you replace the shoes or pads and didn't bleed the air out of the system.
