Look under dash near brake pedal assembly for a damaged wire grounding when pedal is released. Repair and tape it out of the way.

It has a little button on it that is depressed when the brake is off, but when you press on the brake pedal, the button comes out and the brake lights come on. I'm still trying to get mine out, so if anyone figures out how to do that, I'd like to know. :)
