check your battery under load. and your alternator while your at it. Autozone will do ths for free. Duralast is a optimum battery;also.
AnswerMy girlfriends 1995 neon did the same thing. Her problem was a ground wire on top of the frame by the radiator. It got wet and was shorting the system out. The spot Just before you crank the car to turn the engine over...your vehicles key in the ignition has to make two clicks or turns i call it before you actually get to the cranking spot which always feels like its spring loaded...Just count for dummies its 1 accessory .......2 run.....and 3 its the springy spot , you are now cranking engine over! but the third click your key springs back to run position to release the starter from its engagement starting the car.

Probably not. Look inside the throttle body and see if there is a dirty buildup right where the butterfly valve rests when closed. Use throttle body cleaner to remove the buildup and it should work smoothly again.
