What is wrong with my 1989 dodge caravan's transmission keeps getting stuck in second gear put a used tansmission in and still gets stuck in second gear?

You need to have the used transmission checked. Those trannies go into limp mode when there is a paroblem. Sometimes it's simple fix, sometimes not. Could be an electrical problem with one of the sensors in the front of the tranny. Have a good one.
