You have two different parts in the same question;
speedometer~measures your speed
fuel gauge (capacity)~measures how much fuel you have
something to note-the faster you go the faster your fuel gauge will go down.
SO...if your speedometer is not working you more than likely have a cable issue or a gear issue, replace both, cheap and added a used part to a new part in this case is time wasted down the road.
SO...if your fuel gauge is not working...this may be bad news and costly. some tanks have "floats", that will set you back $100-150.00, and the best news, a fuse for around $3.00

Depends on what's wrong with the speedometer. Try re-soldering the contacts on the mainboard behind the instrument panel.
