Kaho'olawe or The Target Isle will probably never be a tourist mecca. Unexploded Naval ordnance will continue to be a threat for decades although it has already been 20 years since the US Navy quit using it as a target range in 1990. Stubbing your toe on an unexploded 16 inch Mark 8 AP shell or any other type of weaponry can be hazardous to your health.

Ni'ihau is privately owned and while it is by invitation only, day tours are sometimes allowed. Only a very rare number of people have ever been on all eight of the "main" Hawaiian Islands and the number of living persons that have remained overnight on all eight of them can probably be counted on one hand.

There are two, one because it is privately owned, and one because it was a bombing and Naval gunfire target until 1990 and still contains unexploded ordnance.
