The Founding Fathers found their original constitution, called the "Articles of Confederation" did not solve all the structural problems the new United States Nation required. 1787 they worked on writing the new Constitution. Important issues included the rights of states, agreeing on the Bill of Rights (the first 10 amendments after the Constitution was ratified, and one of the most contentious issues: How was the issue of continuing slavery in the South going to be handled?
It means that Problems or Issues has not been sorted out or has not been solved
The Articles of Confederation were made before the Constitution. The Articles of Confederation was lacking in many things such as balance between states, taxes, and how to ratify amendments. The Constitution solved all of these problems.
The largest conflict over the Constitution, that between the Federalists and Anti-Federalists, was about to begin. Federalists supported the Constitution and wished to see it ratified by the three-fifths of the states necessary, but the Anti-Federalists disapproved of the Constitution and feared the government outlined in it. After fiery debate, another compromise was established. Most Anti-Federalists feared the lack of a Bill of Rights securing individual liberties

religion and self-government
They are suppose to interpret the constitution. Think of them as the referee.
it's just some people that have bipolar issues that can't be solved
First of all, it's important that men have their sleep - no issues will be solved if they haven't had enough sleep; they're a creature of habit; they sleep mostly at night. You should consider if the issues are actually important, because no man likes what they call a 'moanery woany'. Why don't you try sorting out your "issues" in the day, though not too early as it's a well known fact that 1/10 people are morning people, so it's highly probable he isn't too good before 12am. Ultimately it probably means he doesn't care. If the issues cannot be solved at night they can't be solved in the day. Good luck.
As i consider they had used no bomb they solved their problem by by speaking and issues
Try asking what problems it solved--your question makes no sense at all.
There were only five issues: 1) where to put all the sewage 2) how to recognize Christopher Columbus 3) the maximum number of couches you are allowed in one dwelling place 4) whether or not to allow Serbians into the countries, they could start another World War 5) Potatoes were made the national food, and the only consumable food... Punishment: guillotine!
The energy conservation problem may be solved but not the other environmental issues.
