You cannot caulk a swimming pool filter of either stainless steel, fiberglass or plastic. Does this filter have a crack in the main body? Is this filter leaking at the flange or where the two main components come together? How old is the unit? It may be covered under warranty.

Firstly you find out how the DE got into the pool - must be a broken filter pad. Fix that, then vacuum the pool. No point vacuuming before you fix the filter problem, or the DE will finsih up back in the pool.
Allow engine to warm fully to operating temperature without the radiator cap on. Once thermostat opens fully the cooling system will be at full flow forcing any air out through the radiator.
Roughen up the outer surface a little and apply epoxy Like J B Weld or similar both inside and outside.
Use silicone caulk color matched to the siding.

You should strip it all and put in new caulking.
The pool return line is the one that returns the water form the filter to the pool. Usually you'll see holes in the side walls of the pool with little eyeball sockets where the water flows back to the pool.
I have a sinking problem with my pool too. The technician says the way to fix it is to drill deep holes around the sinking side and put cement in to support the pool. It is a big job. That joint must be maintained. Your pool pro has the right stuff. You wont find home caulk at the DEPOT. Yes I have seen well over 6" inches of change and in very cold spells especially in the wet years on pools, generally they go back into shape, but caulk maintenance is key. One reason that causes sand to accumulate at the bottom of your pool is a sand filter with a broken lateral or laterals. Notice where the sand is accumulating? Is their return outlets from the filter directly above the small piles of sand in your pool? That is a broken lateral. You can fix this problem by scooping out the sand in the filter and replacing the laterals at the bottom of the tank. I have been cleaning and repairing pools for a long time and it is my suggestion that you hire a professional for this job.
Cut out the old piping and caulk a new cast iron bell and spigot with lead and oakum and test
