When a fuel is burned, it is a combustion reaction. This reaction breaks apart chemical bonds and releases the energy stored in them.
Activation energy is needed to start a chemical reaction. This energy is used to join the reactants together or break them apart. If a reaction is exothermic then it gives energy out. If it is endo thermic then the reaction takes energy in.
The subatomic particles of the Atom (neutrons, protons, electrons) are released at high velocity. Some of these particles can strike other atoms and cause them to break apart, releasing large amounts of energy; this is called nuclear fission (atoms fissioning into lighter atoms). A self-sustaining fission reaction where atoms break apart, and cause other atoms to break apart, can be created with many radioactive elements such as Plutonium or Uranium in an event called a Chain Reaction.

It is not burning in the normal chemical sense, though nuclear engineers do talk about fuel burnup. By this they mean the amount of energy extracted from a tonne of fuel. The process is nuclear fission which means that the uranium nuclei split apart into two smaller fragments, and this releases thermal energy.
