Any of the quality brands will work...I have painted many cars outside/at home, etc and the key is prep and keeping the area as dust free as possible. But also, some kind of "controlled" venting to allow the air to clear during and after painting. The other big question is single stage or two stage painting...single stage is a mix of color and clear vs. a two stage in which the color is applied first, and then the clear is applied. I prefer two stage just because if I make an error with the color, you allow it to dry (which is quick), and you can then do a light sanding, etc. before moving on to the clear. Srnoncom

You can paint your car blinkers with spray paint. You can use any type of Marine spray paint. The spray paint should be water resistant.

This depends on how large the car or truck is and what kind of paint you will use. It also depends on your skill. Most cars will average 3 to 4 liters of paint but if you are good, you can get away with 2.
Pint should do it
You can use one for the other, you just wouldn't. People generally want their cars to shine. House paint doesn't. Most house paint is latex which doesn't stick to metal real well. Car paint on houses would cost too much and soak in too much. Cheap car paint can be $50 a gallon or more and it only get more expensive.
You should use plastic only spray paint for them and then let them sit over night.
