Balancer Installation tool. Basically it's a threaded rod with a washer & nut. You thread the rod in to end of crank & tighten nut to draw balancer back on. I've seen it done with an impact wrench using the crank bolt, but you have to be careful not to screw up the threads. The installers are available at places like P.A.W. in Northridge, CA & other places that sell engine building supplies for around 40.00. They have different ones based on engine family & are usually a couple thread choices each side. Resist the urge to "love tap" it on, you could break loose a bearing or something inside.
with a balancer puller you will need a balancer installer also a hammer of any kind is never ever needed
it'll sound like a hollow tapping sound while rotating.
