Mostly by car, but as with most of Europe does see a fair amount of public transport. Roads are generally very well maintained but in cities congestion is a problem and parking is a nightmare. Don't use a car in London, as the Underground and bus network will serve your needs. Most towns have a comprehensive bus system and a railway station. You'll see taxis which are either Cabs (which you can book, catch at railway stations or hail in the street) and Private Hire Taxis (which must be booked in advance). Most air travel tends to be international.
