The question is based on two incorrect assumptions, because a) he was not 'delayed' and b) the king (of Portugal) had nothing to do with it.

What happened was that a storm on the way back forced him to seek shelter in the harbor of Lisbon, Portugal. He spent only a few days there for repairs. He did talk with a few people, but not with king John II. The king did not only not delay him in any way, but he even saved Columus from an assassination attempt before he sailed on for Spain.
